Native speakers may find it horrible, because I just used Google
translate on an Italian text. But it's enough for some regexp-based
search&replace. ;-)

Tested without any issues your Chinese test case, several files with Portuguese 
characters in the filename and in the content and also with an Arabic text 
(just to make sure it worked identically as previous versions).

I like small steps, but I always prefer to commit them before doing the next step. ;-)

I did not yet try cherry-picking it into AOO41X and I will rather try
later, after we get a ``sensible'' upgrade of icu.
I do not want to stop anyone from trying, though.
