If I select File -> Export, the ensuing dialog has a drop down list
labeled
File Format and that list has options for PDF and XHTML.

What Version are you running?
The above is the standard behavior in 4.1.x as well as in 4.2.x.
Nothing changed in this respect.

I found the problem, it was , as usual, cockpit error. I almost never
export to anything other than PDF and as the Export... uses the ellipsis
I was expecting to see a fly out menu with XHTML and any other formats
and not the save menu to change the format.
Sorry about the noise. I can now complete the review for that chapter.
