I played with saving a Writer document in the fodt format because I thought
a flat xml file would be useful for the documentation effort. Git isn't
much use with the odt format. I opened a chapter of the Calc User Guide
(0302CG33-EnterEditFormatData.odt) that has 24 pages, 29 figures, many
small tables,  a few inserted comments and several tracked changes. I
successfully saved it as an fodt and I could reopen it. I have not
proofread the fodt but there are no obvious formatting problems. However,
if I make even a tiny edit, adding one letter, and save the file,
OpenOffice hangs when I try to reopen the file.. I eventually get the
Windows message "OpenOffice 4.1.14 is not responding". I also tried the
document in the bugzilla issue and I successfully made a small edit to that.
I would be willing to run tests to discover what document features cause
problems if that is likely to lead to fixing the problem. I have a Linux
Mint system in addition to a WIndows 10 system.
