I see the choice is now to downgrade PHP, and it is a wise one. The
Forum setup is absurdly complex, so if our priority is to abandon the
old VMs we should just migrate the application as it is currently, and
then improve the setup.
A full upgrade may require some downtime in the future, but we are not
in a position to test it properly now.
