Forums had (and still have, but occasional) hiccups due to a network
issue at OSUOSL that hosts the servers:

This should be mostly solved by now. I can open the site correctly (but
I couldn't check earlier).
Extensions and Templates are still down due to a quite severe outage
that affected SourceForge (where they are hosted):

This is still being worked on apparently. I confirm the site is not
responding for me at the moment.
