This one has been in queue for a long time, sorry Keith... As discussed
on the doc list last month, new volunteers often ask for a MWiki account
and a CWiki account at the same time.
Keith already has privileges to create MWiki accounts, but not to create
CWiki accounts. I propose that we give Keith the CWiki admin privileges
too, so that we are more efficient in handling new account requests.
I'll assume lazy consensus on this.
