Chair is the connection to the board all other duties/responsibilities are all PMC every project has exactly 1 chair, therefore it makes real good sense to inite Dennis. You are right in ASF we alwayes try to make consensus, but I am not sure what can bevdone in this case. If there is a general feeling that this vote needs somehow to be redone, I am not the one standing in the way.
