Details are listed here http://www.apache.org/foundation/ and the address is simply treasurer at apache.org, but contacting the treasurer is the very last step (1: design; 2: proposal here with amount; 3: consensus on this list; 4: paying; 5: asking treasurer for reimbursement) so there is no need to contact him at this stage yet.
