As we had no installation sets for these languages available
for version before coming '4.1.1' a corresponding message should be
shown - like it is happening for language Bulgarian for versions before
'4.1.0'

- language Arabic is missing. We have installation sets for versions
3.4.0 and 3.4.1. Arabic is already missing on our current download page

I made what I thought would work for Arabic, but still not showing up.
My apologies. I will continue to work on this over the next few days.
