This makes me think UAC and restricted rights with Windows spooler and/or 
driver.
We have some reports with this same problem on french forum.
Solved with installation run as administrator.

There have been a considerable number of reports of inability to print on 
Windows using OO 4.x - a typical case is

I've checked with Bugzilla and haven't found any reports to that effect (but 
may not have looked hard enough).

The common factor seems to be that they are using a 64 bit version of Windows 
and the printer drivers (64bit?) don't mesh well with OO print routines (32 
bit). Sometimes (certainly on OO3) reinstalling or updating the printer drivers 
helped, but this often does not work.  I mention it on the Dev list so members 
are aware (and can test for it). I'll raise a Bug and list Forum threads if 
there is any feedback on this.
