1. Will my email go through (given that I am not a member).
Sure, of course it depends on the sender and content (no spam ;-) but we
know who you are and what you want to reach, so I don't see any problem
that your mail will not be moderated to the list.
2. should I have some expectation that after the message is received
that someone will act on the message.
My primary interest is that we find someone who has the ability /
authority or or what ever is required to make this happen.
I'm sure that someone will react. That's the goal. ;-)
