IMHO it would be best if, in such cases, the Release Manager formally
propose to end the previous vote. This reinforces the fact that the
PMC decides when a vote fails or not.

An easy way to do this is to send a note like, "I propose to cancel
the current vote because <insert reasons>. If there are no objections
the vote is canceled"

That gives the opportunity for someone to object. In that case the
vote would continue.
