No benefit. The process would be the same. And breaking the symmetry (released in language XX = full version available in language XX = language pack available for XX) would bring complications in:

1) Updates. A full version in, say, German will show an update notification when a new version is available in German. With a language pack the user would be notified when a new English version is available, and this would bring confusion.

2) Download scripts. The tables we generate in other.html display full versions and language packs assuming that there is symmetry between the two.

So the discussion is whether to release additional languages or not (of course, if we have volunteers for it). But releasing language packs only would not be a simplification.
