Good news! Actually I'm happy twice, as an OpenOffice volunteer and as one of the taxpayers who will benefit from the savings.
The title of the English article only mentions the money savings, but it's important to know (see full text of the article and, for those who can, the Italian sources linked from it) that the Region started experimenting with OpenOffice 2.3 in 2008, so this is a very considered choice: migrating only to save money would have been less significant.
