sorry for top-posting.

The issue regarding Serbian Cyrillic (sr) and Russian (ru) had been analysed. It is a build problem triggered by the changes made to solve the build issue regarding Vietnamese (vi) [1]. With some luck issue 84827 [2] was found. It contains the correct solution for building Vietnamese (vi) - use Unicode NSIS instead of NSIS. This also removes the build regression 123255.
