infra-dev@ is public.

infra@ is technically private but allows any committer to subscribe,
which makes it wider than is suitable for some discussions (such as "Who
is going to install that security patch that has just been announced?").

Hard to say: some topics should be public and some topics need to be
private, but I don't know what topics you guys are looking for a place
to discuss, so I can't say whether a private list or a public list would
better meet your needs.
