On this list our prime interest is Apache OpenOffce and the ecosystem
around it, we welcome everybody who wants to use and/or extent the
ecosystem (meaning not only the code, but also documentation, QA etc). If
you seek general developers unrelated to AOO, this is not a good list to
use.

For general open source projects, apache software foundation offers a place
called http://labs.apache.org/ where new ideas can be tested with
cooperation and help from others.

Having said that, you message is out, and you will see who respond.
