Default user permissions in Bugzilla permit you to enter issue reports and enter comments on issue reports. But, by default, you cannot change the status of an issue report, e.g., mark an issue as confirmed or resolved.
However, if you are a committer and associate your BZ account with your *.apache.org email address, then you automatically get additional permissions. Also, any other volunteer is welcome to request additional permissions. We have a "qa-team" group in Bugzilla. When added to that group you have permissions to modify issues in BZ. This is highly recommended for anyone active in Dev or QA. If you need these additional permissions, please let me know. If you send me your email address as used in Bugzilla I can add you.
