the "portion copyright..." in 2 should be moved in the next line always.
And "All rights reserved " should be probably removed in both.
With these fixes it looks fine. Some minor improvements: I think there
shouldn't be a comma between year and copyright owner in general, and
that the year should be repeated. So I'd have something like [replace
(C) by the copyright symbol]:
1. Copyright (C) 2013 The Apache Software Foundation.
2. Copyright (C) 2013 JSC Soft.
Portions copyright (C) 2013 The Apache Software Foundation.
