I already fixed it by running command line inside PhP and I do not need to call
OpenOffice as a Windows Server 2012 service any more.
I just call straightly php code each time
exec("\"C:\Program Files (x86)\OpenOffice.org 3\program\soffice.exe\" -headless
-accept=\"socket,port=2002;urp;\" -nofirststartwizard 2>&1");

I can't change the old server as it is running to serve customers 24h but I
chose another option as you suggested

Result: there is no service started on my Windows 2012 server with OpenOffice
3.1, same error as 3.4
I followed this guide to make the OO service:

except inside this guide, I did not see the file in step 7
share\registry\data\org\openoffice\Setup.xcu
to repair it.
May I ask you how to set the OpenOffice to run as service on Windows 2012
64-bit?

First, Apache OpenOffice 3.4.1 has 64-bit version for Linux only. The Windows
version is available only in a 32-bit version.
Second, you are changing two variables at once: the version of Windows and the
version of OpenOffice. So it is hard to tell which is causing the problem. If
at all possible it would be good to try one of two things:
1) Run OpenOffice 3.4.1 on your old Windows 2008 server, and see if that works.
or
2) Run OpenOffice 3.1 on your new Windows 2012 server.
