I don't think that solenv is the best place for hosting the po files. Can you explain why you have chosen solenv? solenv is typically the home of our build env in the broader sense. We had reasons to extract the localization files and moved it in extras/l10n. One reason was to reduce the files needed for daily development without building localized builds.
