It seems a recurrent problem, described in the manual: http://www.mediawiki.org/wiki/Manual:Enable_TeX/problems#Error_:_Failed_to_parse_.28Missing_texvc_executable.29 (that said, I've no idea about all this stuff, it's just the first search result in Google).
