Before the spam attacks, users had to press "create account", fill out the form, and confirm the email sent to them. The procedure is exact the same today. We could also have automatic user creation, with that the login, and if the user is unkown it is simply created without any e-mail confirmation. I think it is important to have a sysop responsible for a language, so we can at least check what is being distributed. But of course ideally we should have a translator for every language and thereby a potential sysop. The actual change to the front page, can be done by any sysop. May I suggest that we e.g. only have the distributed languages on the front page, and the rest in a second page, in order to keep the front page manageable.
