I suspect that the feature mentioned is more recent than the modes of PDF
that OpenOffice export supports.

By supporting the feature do you mean this:

FEATURE REQUEST

 OpenOffice Writer documents that contain enterable fields should reflect
those fields as enterable when exported as PDF when the level of PDF is one
in which provision of field entries is allowed and has been selected in the
PDF export options.


 In all other cases, the document is exported to PDF with the current
content of the field made part of the text without any presentation as a
field.

Note 1: This provision is independent of the technique by which the ODT
corresponding to the PDF is embedded in the PDF as an attachment and
available for extraction and use by a compatible PDF consumer.

Note 2: Implementations that convert PDFs to editable form by other than the
device in (Note 1) may (but need not) recover enterable fields as such.

Adobe products support an extended feature, so that Acrobat Reader can 
store the content of filled fields in forms.
Is supporting this feature in openoffice a legal or a technical issue?
