I think it is a bad user experience to do nothing.

We have had a migration wizard for user settings (was it OOo 1.x to 2.x or 2.x to 3.x?). This wizard offers to migrate user settings to the new version. It's a better experience and gives the chance to migrate these settings which are supported or convert the configuration files to the supported format of the new office version.
