The build are "universal builds", not different builds targeted to
specific Linux distributions. You can download the source tarball, it's
the same for all distros.
If you plan to develop, it's better to check out the code with
subversion (or better git-svn).
Really? If there's an RPM, then there's probably a spec file
*somewhere*, be it maintained by the project, or otherwise.
If it's maintained by the project, then Lee can use it as a starting
point. Frankly, if not, and the PMC is blessing/recommending a specific
binary (read: those available at SF) already available in RPM form, it
would make sense to contribute the spec file to the project anyway.
Granted, the project would (and should!) not be interested in
maintaining distribution-specific tweaks, but I'd think that if there
are universal patches or other ideas made from any downstream packagers,
that would be of interest...
