We have this convention in English as well, in more formal writing styles. This sounds like something that could be done via Smart Tags: http://wiki.openoffice.org/wiki/Smart_Tags But it would rely on a "dictionary" of foreign phrases. There is a lot of interesting app dev work that could be done for internal workflows.
