/trunk/main is generally for things that are part of a release.  But
we can have other top level directories as well.  We already do that
for /site/ and /ooo-site

Maybe the consideration here is that when we redefine the tooling and
workflow that we can accommodate translation source material outside
of /trunk/

And a localization question might be whether we need to reformat for
different paper sizes, at least US Letter versus A4?  We can certainly
reduce to print A4 documents in the US, but if the original is
designed to be a tri-fold flyer it might not fold correctly after
reduction, since the aspect ratios are different.
