Thanks Don for taking the lead here. From the ApacheCon EU experience, a "state of the project" talk is a must-have, and your proposal is perfect, especially considering that 4.0 will be closer to release.
And please don't forget to submit at least a "community development" BoF/panel as a talk: Louis had a couple good ideas for ApacheCon EU but they came soon after the deadline, and we had to schedule them as additional evening sessions, with reduced participation. If you submit them as talks before November 11, it will be possible to put them in the ordinary track schedule.
