Summary: Have the WorkEffort entity retain revisions

Currently the WorkEffort entity has a field called revisionNumber. This field
is updated through the simple method 'updateWorkEffort' in
WorkEffortSimpleServices.xml. However, this method overwrites the existing
record, in stead of creating a new record.
In order to retain the changes on a workeffort the method should create a new
record for each revision.
