It also happens on BB. There (as on GH I guess) you need to be a committer to sign in order to be able to rerun a wrongly (BB error not ours) failed
build.
Note: to be logged in you must use as credential not only your Apache username
(for me jleroux) but your Apache email (jler...@apache.org)
