L1+F1 are not really that compatible. Only common thing is that both
are quite old and not really used for new projects. L1 is much newer, it was
a "prototype" low-power family until ST got the low-power stuff right with L4. 

I would not do any refactoring for the oldest families. Just not worth the 
hassle anymore.

F1 has stupid quirks and silicon bugs not in any other STM32 subarch.
Is anyone even using F1 for anything these days?
