Only common thing is that both are quite old and not really used for new projects. L1 is much newer, it was a "prototype" low-power family until ST got the low-power stuff right with L4. I would not do any refactoring for the oldest families. Just not worth the hassle anymore. F1 has stupid quirks and silicon bugs not in any other STM32 subarch.
