At the moment Controller Services have bulletins at the WARN level. This will
allow users to have finer control over bulletin levels (i.e. settings of NONE,
DEBUG, INFO, WARN, ERROR) just like processors currently allow.
I think this functionality will be useful for many nifi users.
This has already been reviewed.
