Works for me on CentOS 5.8

[vagrant@centos58 vagrant]$ rpm -qlvp `find target -name *.rpm`
-rwxrwxr--    1 ME      ME                  2 Nov 22 03:28 /etc/conf/ReadMe.txt
-rw-r--r--    1 MEx     MEx                 2 Nov 22 03:28 /etc/conf/ReadMe1.txt



And on CentOS 6.4




[vagrant@vagrant-centos64 vagrant]$ rpm -qlvp `find target -name *.rpm`
-rwxrwxr--    1 ME      ME                          2 Nov 22 09:02 /etc/conf/ReadMe.txt
-rw-r--r--    1 MEx     MEx                         2 Nov 22 09:02 /etc/conf/ReadMe1.txt






Same result..
