I tried your approach but still get a ClassNotFoundException exception:

Caused: java.lang.ClassNotFoundException: org.eclipse.swt.SWT starting from ModuleCL@1623ae8[djproject.core] with possible defining loaders [ModuleCL@1eaca69[swt.windows.32]] and declared parents [ModuleCL@1b3e8b0[org.netbeans.api.annotations.common]]

This time I'm running on a Windows 32 bit. swt.windows.32 has that defined in a wrapped library. In other words, it makes no difference.
