If I read the core correctly, then the plugin, faced with a missing license for
group.artifact.version
goes looking for
group.artifact.version:properties:third-party
However, you really cannot retroactively deploy an attached artifact
for a project, so this does not allow someone to create these files
'after the fact', but merely to include them as something built with
the project.
So I feel like I'm missing something.
