The buildnumber-maven-plugin varies the quotation of changeSetDate depending on
whether you run the hgchangeset mojo on Windows or Linux. On Windows it
appears as 2011-03-28 18:13 -0400 and on Linux it appears as "2011-03-28 18:13
-0400". It should use a single approach.
