The maven-site-plugin has a 3.0 version to support maven 3.0. We are using
maven 2.2.1. When the versions plugin runs it keeps suggesting moving the site
plugin to the 3.0 version (which will not work). Similarly we have old versions
of libraries that we must use and cannot upgrade to the latest version.
There should be a way to define a ruleset that locks the version of the
library/plugin and does not ever update it.
