System scope is a variant of provided scope, and the plugin intentionally does 
not bundle libraries of provided scope. This behavior is consistent with that 
of other packagings such as war.

If you have a JAR not in any public repo which you want to wrap, you are best 
advised to just install it into a private repository manager manually. If it 
must reside in the source tree instead, find some way to make the JAR be part 
of a regular artifact.
