Bugs with an Experimental category aren't reported correctly in 2.2+ versions
of the reporting plugin

In 2.1 version of the plugin, Experimental bugs showed on the report when run
with low threashold and max effort. In 2.2+ they show in the summary (shows 1
bug found) but in the files section, nothing will display to link you to the
actual issue.
In the zip file, under target/site, findbugs21.html was generated using clover2
and 2.1 version of the findbugs reporting plugin. It shows the expected
results. findbugs23.html was generated the same way except the version of
findbugs was switched to 2.3 in the pom. It shows that a bug was found, but you
can't see any further information.
