What is the advantage of this approach? Scripts are typically thought of as 
being individual files (not just existing in xml). Same with the change log 
(especially given the formatting rules for the change log). Neither of these 
seem to apply here.

In general I am not a fan of providing multiple ways to provide the same 
information.
