Thinking about this some more, I sort of agree
I think that perhaps this should be split into two goals...
the probe-plugin-updates goal can be used to update plugin versions... so what
we really want from this goal is to give us a pluginManagement section where
none exists, or consolidate the existing pluginManagement.
Could be a tad tricky... if we try to consolidate the configuration... so my
view is that we work on versions only.
It would need to process the current reactor... so scan all the reactor
projects... build a tree of projects... pull common plugins and their versions
up as high as we can, and add gId:aId:v only entries to the pluginManagement
sections. Where there is already a pluginManagement... leave it in place, just
remove the version... also remove the version from the plain plugins section.
