Add mojo to lock snapshots to timestamp version

I would like to be able to take a project that has snapshot dependencies and
use the versions plugin to automatically set any snapshot versions (-SNAPSHOT)
to the specific timestamped snapshot version that was used for the build.
Maybe there could be an option to either just print a report or actually make
the changes in the pom.
This would allow the deployed pom to contain more information about what was
used in the actual build.
