I'm behind a proxy, but I have no problem downloading other artifacts. I don't
think that this proxy would cache a stale repository index or do something like
that.
Could you please hava a look at
http://repo1.maven.org/maven2/net/sourceforge/findbugs/findbugs/ from your
network? From my location, the latest Findbugs artifact I can see is version
1.3.2. Hence the dependency on findbugs-1.3.6.jar cannot be satisfied.
