I've tried that and it doesn't work.  Looking at
TransformMojo.transform, it doesn't go anywhere near Resolver which
provides support for the resource protocol:

        File stylesheet = pTransformationSet.getStylesheet();
        if ( stylesheet == null )
        {
            getLog().warn( "No stylesheet configured." );
            return;
        }
        stylesheet = asAbsoluteFile( stylesheet );
        Templates template = getTemplate( pResolver, stylesheet,
pTransformationSet );

Hence stylesheets are always considered to be files and never resources.
