Resolution: Fixed
Fixed by adding @requiresDependencyResolution to the RatReportMojo, which
ensures that the dependencies are present when rat:rat is invoked from the
command line. A snapshot 1.0-alpha-4-SNAPSHOT is available from
http://snapshots.repository.codehaus.org
