PDE Plugin build should use build.update.jar instead of build.jars zip.plugin

The current pde build uses build.jars zip.plugin which produces a zip file.
This zip file is fairly useless (although it can be deployed in eclipse)
It would be better if the build.update.jar target were invoked instead. Then
the resulting jar file is something that can be deployed into eclipse,
installed into the m2 repository, used in eclipse:install-plugins to build an
eclipse target platform.
The attached patch with tests makes these changes.
