Mutter is a window manager built around Clutter. It's hosted on the gnome.org git repository.
Mutter-moblin is a mutter plugin that provides extra functionality to the window manager and creates the desktop environment. In this case the virtual desktop management (Zones), Maximize and Minimize overrides and most prominently the Toolbar and message dialogs. That project has migrated to MeeGo but has little documentation beyond the source code. Check out moblin.org for the code locations or get the source rpm for your local system.
