You didn't install source or devel pkgs there.

'in that directory' means above folds? Are you compiling driver? That is asking 
headers file of kernel. Install kernel devel pkg.

In brief, kernel source pkgs and toolchain.

In detailed (in fact, for all source compiling not just for kernel),
If you are working on top of netbook, yum groupinstall "Development
tools" will install all need dependency rpm pkgs for your source code
compiling.

If you are working on someone else development box:
if you just want to compile some codes and have a try in netbook, just
compile it in your x86-32 box with its own development tools is enough
in most case (if the system has all dependency pkgs).
If you want moblin building tools, then try to use moblin SDK which help
to setup building environment in your local box, Or might try to add
moblin repo entry (example file can been found in installed moblin
netbook) into your local box yum repo files and yum install into your
box, which will help to resolve all dependency issue in most case. 
If you want to create rpm and want to integrate this rpm pkg into one
moblin image BY moblin-image-creator, after create the rpm (by
development tools from development box or moblin are all ok in most
case), pointed out the rpm location as moblin-image-creator parameter
(see help for usage), that will use your own rpm pkg rather than moblin
repo's.

I just want the basic rpm to complie the source code of moblin v2.1 and
make the live image later on i will download all the others
