Resolution: Fixed
factored stub-model creation out of the catch() clause for
ArtifactResolutionException when retreiving a POM from the repository, and
added a call to the new method in the case where the projectArtifact isn't
resolved, but no error occurs.
tested with it1017, after adding a CLI option of '-o' by hand.
